Mukhtar Robow Abu Mansur said the U.N.'s World Food Program could not bring food aid packages marked with U.S. flags into areas under the Islamic militant group's control. He also accused the WFP of sending food at harvest time to weaken farming.
The U.S. Agency for International Development says it has sent about $240 million in food and other aid to Somalia since 1991.
