A USAID internal audit says a program administered by an American contractor in Pakistan's tribal area has done little to improve governance in the region along the Afghan border.
The USAID audit of the $45 million project says the program for Pakistan's Federally Administered Tribal Areas, or FATA, has "not yet achieved" its main goal.
The contract was awarded to Development Alternatives, Inc. - DAI - to increase the capacity of government and non-government organizations in the territory to promote good governance.
The audit said $15.5 million has already been spent on the initiative.
The report said more time may be needed for DAI to realize its goals in the region since most of the training began almost a year into a three-year performance period.
The report did mention some advances, including training sessions in project and financial management, as well as development planning for 1,224 FATA members.
