The South Korean Red Cross says dozens of construction workers entered North Korea Wednesday to resume construction of a family reunion center after eight months of delays.
Construction of the 12 story building on North Korea's Mount Kumgang began in August 2005, but was suspended after Pyongyang conducted missile tests last July.
After the missile tests, Seoul refused to continue humanitarian aid, and North Korea responded by canceling family reunions.
The two Koreas are scheduled to resume face-to-face family reunions in May (9-14) at Mount Kumgang and hold video link reunions at the end of this month, March 27-29.
Millions remain separated following the division of the Korean peninsula in 1945 and the Korean War.
Since 2000, family reunions have helped reunite more than 13,000 people.
The two Koreas resumed bilateral talks and exchanges this month after Pyongyang agreed in February to go forward with a landmark nuclear deal.
Under that deal, North Korea agreed to dismantle its nuclear weapons programs in exchange for fuel aid and diplomatic benefits.
