Leaders from Libya, Egypt, Sudan, Eritrea, Chad and Nigeria, and top officials from Gabon attended the seven-nation meeting in the Libyan capital, Tripoli. Representatives of Darfur's two main rebel groups did not attend, but rebel leaders have said they are committed to restarting stalled negotiations.
The summit leaders also rejected non-African intervention in Darfur, saying allegations of war crimes should be handled by African leaders.
The United Nations Security Council already has handed over a list of suspected war criminals to the International Criminal Court in The Hague.
Human rights groups and western nations, including the United States, have accused pro-government Arab militias of committing widespread atrocities against civilians in Darfur.
