Mediators Urge Sudan, Rebels to Agree on Security Deal

Talks between Sudan's government and two rebel groups are expected to continue Tuesday, as all sides consider a proposal that could end violence in the troubled Darfur region.

African Union officials presented the final draft of a compromise security agreement to all three groups Monday during negotiations in the Nigerian capital, Abuja.

Meeting participants said the pact would ban all hostile military flights over Darfur, where 1.5 million people have been driven from their homes. It would also require the government to disarm the Arab Janjaweed militias accused of attacking African villagers.

The rebel groups said the new proposal is an improvement over previous versions, but they said they need time to study it.
